People often ask me where I learned to draw.  Truthfully, I sat down in front of my computer and started looking at tutorials other people were kind enough to share their expertise with.  I spent about four years in front of my comp studying other people's tips, tricks, and shortcuts and of course, hours and hours, and hours of practice.  Since there are quite enough tutorials on the web to give you the basics, I'm going to link to a bunch of the ones I used (and still use!), but will add a few of my own on subjects I either couldn't find adequate information about, or it's my own unique way of doing things that people want to see.  If there is a tutorial subject you would like me to direct you to or write about, E-mail me and let me know!

How to Draw Manga
An excellent series of books that I strongly recommend, these are a few online tutorials that will help illustrated the basics of putting a character together.  Even if you don't want to draw in a manga style, manga can teach you how to break down your faces and bodies into the simpelist of lines for maximum effect. This is a core key to art, and can teach you quite a lot about technique in general.
Baka Neko's How to Draw Anime
Another excellent "How to Draw Anime" site with easy tutorials and illustrated examples of how to draw.

Huuuuuge list o' links to tutorials from all over.  Am I lazy? I'm not teaching you anything not already written, remember. 
Polykarbon
One of my personal favorites I've used for years.  Always something new to learn!  Great with teaching Photoshop tricks for effects like rain and fire.
